From City Hall to Construction Sites: Why I Built This Program
Seventeen years ago, I was fresh out of college working in city government — writing press releases and managing public outreach. I knew how to speak for agencies. I knew how to navigate red tape. But I never imagined I’d one day be on job sites, helping contractors win government work themselves.
When I transitioned into construction, I started at the bottom — coordinating estimates, chasing paperwork, and learning how this industry actually runs. I’ve since managed multimillion-dollar projects, led business development for commercial GCs, and now consult directly with agencies like the City of LA, San Diego, LADWP, and LA County to help small and diverse contractors get certified, qualified, and paid.
Over and over, I saw capable, hardworking contractors get disqualified not because of their skills — but because they weren’t set up right.They didn’t know how to present themselves. They didn’t understand compliance. They didn’t know how to talk to the system.
So I built the program I wish someone had handed them — and I’m here to walk you through it, step by step.

Karla brings 17 years of cross-sector experience in government relations, marketing, broadcasting, and construction.
She began her career in public service and communications, later transitioning into the construction industry where she served as an Estimator Coordinator, Project Manager, and Business Development Manager across residential, public works, and commercial projects.
Today, Karla is a trusted government contracting consultant, working with agencies like the City of Los Angeles, City of San Diego, LADWP, Port of LA, and LA County to support small and diverse contractors in becoming qualified, compliant, and contract-ready.
She’s known for breaking down complex systems into real-world strategies that get results — and for helping businesses turn their paperwork into opportunities.
